Locke

Locke met Terra when Arvis summoned him to help her escape from Narshe. He then saved her life, with the help of Mog and the moogles. Locke then helped Terra travel to the Returner Hideout (along with Edgar and Sabin). The two parted when Locke went undercover in South Figaro. When Terra was stunned in Zozo, Locke traveled with Celes to the Magitek Research Facility to help figure out how to bring her back to her senses. Later, Locke and Terra traveled to Thamasa together and sought out the Esper cave (along with Shadow). During the Thamasa voyage, some Unresolved Romantic Tension was suggested between the two characters.

Edgar and Locke seem to have been friends for some time before the game started. Anyway they're both involved with the Returners. They travel together to escort Terra from Figaro Castle to the Returner Hideout. As can be expected, Locke is upset whenever Edgar refers to him as a "thief" (preferring, of course, the term "treasure hunter")

Sabin and Locke know each other through Edgar. The first meet up after Locke, Edgar, and Terra are attacked by Vargas. They travel together escorting Terra from Mt. Koltz to the Returner Hideout, and fight together in the battle for the esper at Narshe.

Locke rescued Celes from the Empire, when she was imprisoned by them after apparently revolting and getting caught. Immediately, there was some romantic tension between them. Indeed, though Final Fantasy VI was hardly a romantic RPG, Locke and Celes were the rare exception, with some hinted romance (and even a minor love triangle with Setzer!)

Celes and Locke traveled from South Figaro to Narshe, where they fought together in the battle for the esper. Later, they teamed up to storm the Magitek Research Facility (it was Locke's idea for Celes to play as Maria in the opera house so they could get Setzer to lend his airship). In that facility, however, Kefka deceived Locke, suggesting Celes was an imperial spy all along. Celes used all her power to save Locke as Kefka was about to kill him and his party, and Locke and Celes were separated.

They would meet after the war ended, and take the ship to Thamasa together. However, their relationship at this time was very cold, due to Kefka's cunning deceptions.

After the world ended, Celes found hope when she saw Locke's bandana on a wounded bird. This inspired her to leave her desert island and seek Locke out. In the game's ending, there were hints that Locke's and Celes' relationship might deepen.

Shadow travels to Thamasa with Locke and Terra, and saves them (along with Strago and Relm) from the burning house. Afterwards he leaves the party to investigate things on his own.

Setzer and Locke are sort of rivals-in-love, but Setzer is sort of outmatched from the beginning, and never really has much hope for winning Celes' hand. It's a bit of an unusual love triangle since both men are apparently still partially in mourning over dead lovers from their pasts.

Setzer and Locke meet at the Opera, and fly in the Blackjack together to the southern continent.

Locke and Terra go into the burning house with Strago to try and rescue Relm. After that, Strago travels with them into the cave with the Espers and the Goddess Statues.

Relm fights Ultros with Locke in the Cave with the Goddess Statues. They encounter the Espers there together, along with Terra and Strago.

Mog and Locke fight together to rescue an unconscious Terra from the soldiers of Narshe who are hunting her.
