Relm fights Ultros with Terra in the Cave with the Goddess Statues. They encounter the Espers there together, along with Locke and Strago.

Connection to Shadow:

There is some evidence that Shadow is actually related to Relm, possibly even her father. Shadow is able to wear her Momento Ring, suggesting a connection with her dead mother (who may very well be the mysterious woman in Thamasa in Shadow's dreams). Relm is the only "stranger" whom Shadow's dog Interceptor seems to be fond for.

When Relm is trapped in the burning house, Shadow ultimately saves her (when the rescue attempt by Strago, Locke and Terra is on the verge of disastrous failure).

If Shadow survives the end of the world, he appears in the spot where Relm would normally appear.

Connection to Strago:

Relm is Strago's grand-daughter (whether biologically or through adoption is never really spelled out). They live together peacefully in Thamasa until getting caught up in the intrigues of the game when Relm gets caught in a burning house and Strago is forced to ask Terra and Locke for help.

In the World of Ruin, when Strago has become a mindless member of the Cult of Kefka, Relm is the only person capable of breaking his trance.
